Setting up of the legal and institutional PPP framework in Croatia

 

Kamilo Vrana and Mario Turković were key persons in setting up of the public-private partnership (PPP) system in Croatia (2007 – 2013). Mr. Kamilo Vrana was a first PPP Sector (2007 – 2009) and later first PPP Agency Director (2009 – 2012), while Mr. Turković operationally led all activities in connection to setting up of the legal and institutional framework for PPP in Croatia (2007-2013). This particularly included drafting of the first PPP Law in Croatia (and whole region), drafting of the PPP Strategy and other PPP implementation acts as well as taking significant part in drafting of Concession Law and Public Procurement Law. During their time in the Agency for PPP, several projects were successfully implemented that have enforced whole PPP system in Republic of Croatia (setting up of the PPP Contract Register, setting up of the PPP educational system, implementation of two IPA Twinning ligt projects funded from EU funds). All that in the survey of the Economist Intelligence Unit from 2012 (“Evaluating the environment for public private partnerships in Eastern Europe”) in competition of 24 other countries, made Croatia the most advanced country in terms of developed PPP infrastructure (see more at: http://www.ebrd.com/downloads/news/eecis.pdf). Finally, they were key persons responsible for assessment and approval of the 331 M EUR New Zagreb Airport Terminal Concession Project which was successfully contracted in 2012 and which is now (2015) in full construction phase (so far it has been the only PPP project successfully implemented and also one of biggest private investments in Republic of Croatia in last 10 years).
